武器装备需求问题框架及特性分析

针对武器装备需求内涵模糊的问题,建立武器装备需求问题框架并分析需求的相关本质特性.提取武器装备需求的关键影响要素,提出武器装备需求问题框架--包括需求关键影响要素、影响要素属性、影响要素之间的关系;采用高阶逻辑的规则,分析了武器装备需求及需求映像的特性,包括武器装备需求充分性、前提合理性、实现可行性、必要性和层次性,以及武器装备需求映像充分性、必要性和指导性.以假定的一个城市导弹防御系统的需求研究为例检验了方法的可行性和有效性.     

【将军论坛】科技创新思维的哲学基础、本质特征与实践要求分析

科学技术是核心战斗力，科技创新思维是开启科技创新的“金钥匙”。为实现科技兴军目标，必须高度重视对科技创新思维的研究。本文首先提出马克思主义哲学是指导科技创新思维的锐利思想武器，并从唯物论、辨证法及认识论三个方面进行了论证；其次提出科技创新思维的三个本质特征，即新颖性、全维度和多样性；最后从五个方面提出科技创新思维的实践要求，即深刻认识创新对象、紧贴创新目标要求、重视创新实践探索、建构积淀创新知识、忠于坚守创新追求。     

Offset Contracts as an Insurance Device in Building the National Security

A dynamic multi-stage decision-theoretic approach is introduced to establish the optimal offset and its incidence, the contract price arising from bargaining, and the scale of the acquisition. A new rationale is suggested for offsets in terms of their role as an insurance devise. Results are derived for the pricing of delivery contracts subject to offset claims and their national security implications. It is shown that the national security is strictly convex in the offset transaction. As to the incidence of the offset, the offset claim is shown to be capitalised in the delivery price. The bargaining price is shown to depend on the value of the product to be delivered for the national security, the relative negotiation power of the contracting partners and the social cost of public funds. The analysis highlights the expectation effects of offsets on the bargaining price and the scale of delivery. The results aid in explaining why offsets are widely used in procurement contracts for defence materiel. As they contribute to the national security, they should be allowed to survive and not be denied under competition laws.

针对我军当前器材保障状况,阐述了基于数据仓库、联机分析处理和数据挖掘技术的决策支持系统的设计方案和开发理论。通过分析器材保障决策支持的特点,确定了器材保障决策支持系统的需求。具体论述了器材保障决策支持系统的设计步骤,重点讨论了数据仓库多维数据结构的设计。     

一种基于QFD与ANP的装备作战需求分析方法

针对当前在装备论证过程中缺乏合适的方法和工具将模糊的军事需求科学合理地映射到定量的作战使用性能上去的问题,提出一种基于质量功能部署(QFD)与网络分析法(ANP)的装备作战需求分析方法.该方法能够辅助论证人员深刻理解和合理判断论证中各种因素之间的相互影响关系,通过结构化的装备作战需求分析过程得到能正确反映军事需求的作战使用性能重要度排序.通过实例验证了方法的有效性和实用性.     

装甲装备器材仓库MIS分析与设计

为提高装甲器材仓库的管理水平,促进装甲装备技术保障建设,结合我军装甲器材仓库编 制体制和器材保障需求,应用面向对象的方法,提出了系统的总体框架、层次结构,论述了系统的功能。 从而为我军装甲器材仓库的信息化建设提出了一套切实可行的技术方案。     

A two‐echelon inventory‐location problem with service considerations

We study the problem of designing a two‐echelon spare parts inventory system consisting of a central plant and a number of service centers each serving a set of customers with stochastic demand. Processing and storage capacities at both levels of facilities are limited. The manufacturing process is modeled as a queuing system at the plant. The goal is to optimize the base‐stock levels at both echelons, the location of service centers, and the allocation of customers to centers simultaneously, subject to service constraints. A mixed integer nonlinear programming model (MINLP) is formulated to minimize the total expected cost of the system. The problem is NP‐hard and a Lagrangian heuristic is proposed. 基于QFD的陆军电子对抗装备作战需求应用

以陆军电子对抗装备为研究对象,指出了该类型装备作战需求确定过程中所存在的难点问题,阐述了工业设计中运用较为成熟的质量功能展开基本原理及方法,并将其引用到装备作战需求论证过程之中,在一定程度上改善了当前需求论证方法不足,提高了作战用户在需求论证中的主动地位,实现了用户提出的作战需求向装备特征的转化目的.     

机动式保障基地系统防护需求分析

当前，军队工程防护对象以地下工程和野战阵地为主，对于设施设备及军事活动以地表为主的机动式保障基地系统，其毁伤特点规律、防护威胁、评估方法及防护标准等尚无专门研究。本文介绍了机动式保障基地系统的基本概念、主要功能及构成要素，研究了近年来典型军事基地遇袭案例，采用案例分析与数据库研究相结合的方法，分析了机动式保障基地系统的主要威胁及其毁伤元和毁伤评估量，并提出机动式保障基地系统防护需求的构建原则和评估步骤。根据建立的原则和步骤，建立5级防护需求等级，以海外维和基地为例，分析了基地内各类保障装备的防护等级需求和防护等级设置的主要依据，为开展机动式保障基地系统防护体系研究打下基础。
